What is usually called The Declaration of Independence has the full title of "The Unanimous Declaration of the thirteen united States of America." And I always like to remind people that United was not capitalized; this wasn't a nation yet. It only meant that the thirteen were united against the British Empire.
I have the replica mounted on a board facing me as I do all my wordsmithing. But it was 56 men who agreed unanimously to what was written by Thomas Jefferson.. Each of them was authorized to sign on behalf of their colonial governors.
The reason "united" was lower-case was because they considered them to be states, but they had no binding national agreement at the time; they were only united in their opposition to British rule.
